Why I couldn't vote in the ICANN at-large election

I was unable to participate in the 2000 election for at-large members of the ICANN Board of Directors because the snail-mail letter from ICANN with my PIN was lost in the mail, ICANN had not budgeted enough money for the elections to afford the postage to mail another copy of my PIN, and their procedures didn't permit them -- in an Internet election -- to send it by e-mail. Following is ICANN's explanation of why I couldn't complete the registration process.

Dear Edward,

Your PIN letter was mailed on July 24 to the address you signed up with:

SF, CA 94110

We did not get the PIN letter back here, so we must assume that either some
one else received it by mistake, or it was inadvertently lost after it left
the Post Office in Los Angleles.

We are not sending any more PIN's right now because of a lack of funding. We
appreciate that you took the time to register and apologize about your not
receiving the PIN letter.
